:asuth, we might want to revisit this once we clarified our KR1 of Q1 2020. But if this just tracks defects, we probably can use just the component and close this.

I think the rationale has been that the components frequently end up with a large number of bugs and it's hard to find the ones we care about. There are 487 right now, which is a lot to dig through unless we're sure to put "stability" in the subject or whiteboard of relevant bugs. However, that rationale also pre-dated our P1-P3 prioritization and defect/enhancement/task schemes. This is certainly a less important meta bug from my perspective.
