Logging out in one tab should log the other tabs out

Details

When logging in, if you log in using one Treeherder tab, all other tabs update showing the new logged in state. However when logging out, the inverse doesn't occur. This will improve the UX when someone tries to retrigger in an old tab, but they aren't really logged in any more. (Since the old tab will correctly show them as logged out).
