Let's add support for retriggering mochitests with extra options, just like we did with mochitest in bug 1343327.

There are a few dependent bugs here to make xpcshell speak the same "protocol" as mochitest / reftest (run-until-fail, repeat jobs #N times, custom gecko preferences) which will need to be implemented first. Since people have already filed them, it's a good guess that would probably be useful to do in their own right.
Unassigning myself from this bug for now, I'm not going to get to this before launching the MVP of retriggerable jobs (too many dependencies).
