In https://mozilla-releng.net/trychooser/ you can check a box that says: To compare talos numbers we need 5 retriggers. Do you want to retrigger talos jobs 5 times? Checking this box generates in the try syntax: --rebuild-talos 5 But this doesn't do anything. In particular, in this try push: https://treeherder.mozilla.org/#/jobs?repo=try&revision=4243fd25743565f31fa933f3d006cb8d00c382c6&group_state=expanded I used it, but ended up having to retrigger the jobs manually since --rebuild-talos didn't do anything.
I'm not actually sure what makes '--rebuild-talos' work, but I have noticed a lag sometimes before they get scheduled. https://treeherder.mozilla.org/#/jobs?repo=try&revision=e2a4155360d36010c95b9bcc7fee731430ee4de7&filter-searchStr=talos does seem to get the right number of talos jobs scheduled. I'll find the right component / owner for this.

Trigger bot isn't implemented for taskcluster builds, those retriggers should be handled in the taskgraph. It looks like this was implemented in bug 1333167.
