Using Mac OS X build 2002041603
When in Mail, if choose File->New->Message then I get a Plain Text Message
Compose window that can not be changed to another Format. The problem is that
there is no Options->Format menu accessible.
Steps to reproduce :
1) Open Mail/News component of Mozilla
2) Copy some plain text to the clipboard (do not copy HTML)
3) Select File->New->Message to open a new message compose window
Results :
New Message Compse window is in plain text mode (triggered by clipboard
contents) which does not have the Formatting Toolbar and there is no
Options->Format menu.
Expected Results :
Whether the message window is plain text or not, the user should be able to go
to the Options menu and change the format.
Reproducible : Always
Note that if you go to File->New->Message from Navigator or use the Compose
button in the Mail/News component, the results are different and you get a Rich
Text (HTML) Compose window instead of a Plain Text menu. You still can not use
the Options->Format menu to change the Format, but at least it is there.
This may be related to the following bugs, but neither of them seem to directly
address this issue :

I have duplicated this bug on Win2000, running build 2002041603.
Confirmed using FizzillaCFM/2002041712 (RC1).

This is still present in 3.0.11 --- Options->Format only appears if you create a HTML message, which means that if your account is set to create plain text messages then it's impossible to change the format of the message after the compose window has appeared. As someone who mostly uses plain text but occasionally has to send HTML, this is very annoying.
Is there any action on this?
For a workaround use the Compose button in the Main Toolbar. To create a HTML message composing window you can:
Hold the SHIFT key down an then click the Compose button.
Or use the dropdown menu of the Compose button.

Quite the opposite. The bug turns off the menu by hiding the items because they didn't work correctly. So this is a 100% regression of that bug.
However, since this was done with full intent, a WONTFIX follows for this bug.
