ANGLE does not enable "present path fast" even with EGL_EXPERIMENTAL_PRESENT_PATH_FAST_ANGLE if EGL_PLATFORM_DEVICE_EXT is used. This patch makes "present path fast" valid with EGL_PLATFORM_DEVICE_EXT
