Can't create a New Folder on Personal Toolbar

Details
1. Right-click the Personal Toolbar and click "New Folder".
2. No new folder is created on the personal toolbar.
This should work since the option is there and I'm 90% sure this worked in 0.9.9
so this may be a regression.

same here on 2002042423 on linux..
hmm... i think i saw a bug report about this some time ago.. but i'm not sure
(and couldn't find the dup...)
