release promotion action now has optional partial_updates property, which is required on - currently - publish-firefox and publish-devedition (look at BOUNCER_PARTIALS_FLAVORS list in taskcluster/taskgraph/actions/release_promotion.py)
then we dump the json into a PARTIAL_UPDATES system variable which we read back into release_config (in taskcluster/taskgraph/util/scriptworker.py) and load the json from the PARTIAL_UPDATES system variable.

Thanks! We may have a lot of partials, so this env var may get busy. We probably want to get to in-tree partial info at some point.
