Unclear to me yet what this is. Rail mentioned we're not always doing the partner repacks. I need to investigate this further. Might need to add a flip on/off somewhere, probably in the tree. I'll most likely tackle this last when the rest of the pieces are ready.

TIL partner repacks are done in BB and have nothing to do with beetmover. The transfer of files is done to separate locations and BB is used to do the transfer. This is something we'll likely tackle in the phase 2 tcmigration, moving stuff off BB to TC.
