I haven't investigated what's wrong
There's a huge amount of GPU time being used. I'll try to get a yaml

This is pretty important to figure out and should be at least P2. It's more important than bug 1415814 and probably some of the other bugs in the P2 list.
I think it's related to some fixes in bug 1414575. The FPS of scrolling on my device is about 60fps. Jeff, do you think we can close this bug?

I still get 10.6ms of GPU time and according to https://github.com/servo/webrender/issues/1988 it sounds like there is more work to do still
