The "Paste" command does not work on a bookmark folder that has been moved or copied to the clipboard using the "Cut" or "Copy" commands. The problem seems to be unique to SeaMonkey; I can't reproduce this with Firefox. Reproducibility: Always Steps to reproduce: 1. Open the Bookmarks sidebar or the Bookmarks Manager. 2. Select a bookmark folder. (It doesn't matter whether or not the folder contains anything.) 3. Cut or copy the bookmark folder using the context menu, pull-down menu, or keyboard shortcut. 4. Select a new bookmark or folder as the insertion point. 5. Invoke the paste command using the context menu, pull-down menu, or keyboard shortcut. Expected behaviour: 6. The folder that was cut or copied in Step 3, along with all of its contents, should be inserted. Observed behaviour: 6. Nothing happens. Workaround: In the case of cutting, the problem can be worked around by dragging the folder to the new location. In the case of copying, the problem can be worked around by manually creating the folder structure at the insertion point, and then copying the individual bookmarks from the source location to the empty structure.
This has been taken care of with Bug 1378089 but will probably not be backported to 2.49.x. The next planned major release is 2.57 but still months away. If you want to very that it is fixed you can try the 2.53 community build from Bill: http://www.wg9s.com/comm-253/
