I was able to reproduce this issue following the steps provided on Windows 10 and Windows 7. I was not able to reproduce it on Ubuntu 18.04 or Mac OSX. I'll add this to Toolkit: Application Update component, but this is not the appropriate component for this issue, please feel free to change it.
