Steps to reproduce:
On Firefox in Windows 10, create a table with "border-collapse" set to "collapse". Apply a "double" bottom-border (of any thickness) to an individual cell (<td>) in the table.
Actual results:
The cell's double border renders as a solid single thick line in Firefox (however thick the double border was set to be).
Expected results:
The cell's double border should render as two distinct lines regardless of how border-collapse is set. This matches rendering in other browsers and in previous versions of Firefox.

Reproduced the issue on latest Nightly, Firefox Beta and Firefox Release on Windows 10 x64.
