User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:64.0) Gecko/20100101 Firefox/64.0 Steps to reproduce: On Firefox in Windows 10, create a table with "border-collapse" set to "collapse". Apply a "double" bottom-border (of any thickness) to an individual cell (<td>) in the table. Actual results: The cell's double border renders as a solid single thick line in Firefox (however thick the double border was set to be). Expected results: The cell's double border should render as two distinct lines regardless of how border-collapse is set. This matches rendering in other browsers and in previous versions of Firefox.

Reproduced the issue on latest Nightly, Firefox Beta and Firefox Release on Windows 10 x64. Thanks for the report!
