Details

When an adjustment happens to keep the same visual scroll position on OSX, we trigger the overlay scrollbars to appear.

Chrome doesn't do this, and it'd be nice to avoid this as it's a visual distraction.

Priority: -- → P3

This shouldn't block release of scroll anchoring.
