Hitting Enter key on scrollable show_bug page with new comments jumps to bottom and back to top, should stay at bottom

Firefox 66.0a1 on Windows 8.1
If I open a scrollable bug with a new comment since my last visit and hit Enter to go to the bottom, the page jumps there and directly back to the top where the blue bar about the new comment will be gone. (FTR, tested this with bug which got orange factor bot comments which are collapsed by default, no idea if this matters.)
It should stay at the bottom.

This also occurs for bugs without updates about how frequent they are.
It's also affecting scrolling down which will also jump up.

I believe this is caused by the code that remembers page scroll location.

Couldn't reproduce with layout.css.scroll-anchoring.enabled set to false.

I think this should be fixed by the patch attached to bug 1519462. See bug 1519462 comment 12.

Bug 1519462 has landed in the latest nightly and I can no longer reproduce this.
Please re-open if you're on build-id 20190117095319 or later and still see this.
