overflow-anchor use in webconsole.css won't work in beta and causes CSS error, perma-orange in devtools run of browser/base/content/test/static/browser_parsable_css.js

This CSS is valid on nightly but not on beta, and so the test goes orange and the CSS stops functioning. Not sure off-hand what the right solution is, depends on what the plans for scroll-anchor
support are.
(Noticed when examining why https://bugzilla.mozilla.org/show_bug.cgi?id=1355984#c31 said that responsive-ua.css is gone and so the test shouldn't be orange, yet https://bugzilla.mozilla.org/show_bug.cgi?id=1355984#c30 pointed out orange on try, which was this https://treeherder.mozilla.org/#/jobs?repo=try&revision=8adfeb9f6bfe89c31d8caecf89bfb3cbc13cbb77&selectedJob=221501397 and other mis-starred orange -- Stefan, please note and check carefully if this test goes orange in other places.)

I think this is a duplicate of bug 1519839. I've got a patch up on there, just need to land it.
