Perf sheriffs should be able to either self assign alert summaries they want to investigate or assign summaries to others. This way, each one knows precisely what to investigate, without conflicting with other sheriffs.
Assigned alert summaries must provide a clear UI label mentioning the owner.
This feature also implies adding a new My bugs dashboard.
