Spocs in the new layout need to be able to turn off after you've seen them for a server configured number of times.

Initially I wanted this one and 1520258 to be separate, this one was intended to be the easier bits, and 1520258 was to add the visibility check based on scroll position. I ended up giving IntersectionObserver a shot, and it made the visibility part really easy, so I figure we can just close this one and do the whole thing in 1520258.
