Milestone 2 for this feature is defined as:
- Has the ability to use a low-level graphics mechanism for displaying decoded video frames on a different surface (rather than using MediaStream hackery to clone video elements)
- Has a spec from UX that has been approved by UX, Product and Engineering
- The spec appears to be completed, and is ready for Nightly testing by users and SoftVision.

The requirements from comment 0 are satisfied, and basic User-Initiated Picture-in-Picture support is now enabled in Nightly on Windows by default. Closing this one out. Interested parties can track bug 1527926 to monitor progress to get it riding the trains to at least beta.
