Don't disable the log viewer link if parsing failed/was skipped

Some years ago the log viewer used to stream logs via Treeherder's API. This meant if log parsing failed, the log viewer wouldn't be able to work, which is why the link from the main jobs view is disabled in that case.

However the log viewer can now quite happily display the log even if parsing failed/was skipped - it just won't be able to display the summary/error lines in the box top right, but that's fine.

Fixing this would reduce the inconvenience to end users in the case of too large log files, if they really do want to still look at the log (ref bug 1295997).

This would be great to do at some point.
