tab-content.js has some core functionality that might need to be ported to actors in order to have a basic functioning out-of-process iframes.

Non-critical parts of it can be left for later.

The remaining part of tab-content.js is the link target handling which seems to work in fission, and some notification related to extensions. We should remove the code from this framescript, but it doesn't need to block.
