the 'New Navigator Tab' command is still available in the File menu even if
there is no active Mozilla browser window open. This should either be dimmed,
or better yet, open a new window also.
Reproducible: Always
Steps to Reproduce:
1.Go the the file menu and select 'New Navigator Tab'
2.Watch nothing happen.
3.
Actual Results: Nothing.
Expected Results: It should open a new window, or just not make that menu
command available.
