In addition, File menu items "Save Pas As...", "Send Page...", "Send Link...", and "Print Preview" should also be disabled with no windows open.

I was about to report this bug, albeit in a slightly different manner: if somebody requests a new tab, shouldn't they get one, in the form of popping up a new Navigator window? -Brett

As I seem to have reported the fifth duplicate of this bug (despite searching for 'navigator tab' in the summary), and it was reported nearly a year ago, I think 'trivial' is too low.
Updating OS since support for mac classic is dead.
