"Ctrl+Tab cycles through tabs in recently used order" doesn't work when 1 or 2 tabs are open and additional tabs are hidden

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:67.0) Gecko/20100101 Firefox/67.0
Steps to reproduce:
- Have browser.ctrlTab.recentlyUsedOrder set to true
- Have one or two non-hidden tabs open, and another tab hidden
- Press Ctrl+Tab
Actual results:
Only the non-hidden tabs are cycled through.
Expected results:
The tab switcher should be shown with the hidden tab included (as happens if a third non-hidden tab is opened).

Good afternoon Re Qu,
Thanks for the details. I was able to reproduce the bug on the following versions:
nightly 68.0a1 (2019-05-10) (64-bit)
release 66.0.5 (64-bit)
Beta 67.0b9 (64-bit)
I've chosen a component. If you consider that there's another that's more proper for this case you may change it.
