Not sure if this is intended, but even if both Top Sites and Pocket are off the special firefox logo search-only view is not shown in DS.
This is because the search-only view is expecting highlights to be off, but that section doesn't exist in the settings for discovery stream.

I have verified that the issue is no longer reproducible on the latest Firefox Nightly 68.0a1 (Build ID 20190519213707) on Windows 10, macOS 10.14, and Arch Linux 4.14.3.
