- Enable Strict Content Blocking in about:preferences#privacy.
- Load https://hbr.org/.
- Scroll half way down the page to the "Popular Topics" section.
Expected Result
The three boxes should show some article categories, such as "MANAGING PEOPLE" or "ORGANIZATIONAL CULTURE".
Actual Result
The three boxes are stuck showing a "LOADING..." spinner. The boxes load correctly if you switch from Strict to Standard Content Blocking and reloading the page.

I see this console message:
ReferenceError: r3_common is not defined personalization-placement-manager.js:20:16
That's the same issue I saw in bug 1449347, and indeed the shim I proposed there is also fixing this.
