This is a tracking bug for all the work that needs to happen for CloudOps to deploy a staging instance of Taskcluster (tc-staging).

For the moment, this is on me. This is the staging version of "tc-cloudops".

so we're just waiting for cloudops support for TC v15 and higher, which I believe edunham is working on.
