Let's get tc-worker-runner supporting:

• docker-worker and generic-worker
• aws-provisioner, gcp provider, aws provider, packet provider, static
• production (heroku) and dev/staging

with all of the features we've come to expect of workers:

• support caching configuration over restarts
• support setting permissions for files
• support unpacking files in secrets
• support starting workers as another user
• stay running, reboot or halt when worker exits (based partially on exit code)
• manage autologin
• support termination notification

nice-to-haves:

• support preventing access to cloud metadata via firewall
• support polling for expired deployments (send a signal to the worker?)

No need to track this anymore..
