Firefox 69.0a1 + 68.0b13 on Windows 8.1

Manual calls to 'Check for updates' in the add-ons manager with 'Update Add-ons Automatically' enabled still shows an 'Update' menu item for updated add-ons afterwards.

Steps to reproduce:

  1. Install an outdated add-on version, e.g. the penultimate version of NoScript https://addons.mozilla.org/en-US/firefox/addon/noscript/versions/
  2. Open the add-ons manager from menu Tools > Add-ons.
  3. Click on extensions.
  4. Check for updates.

Actual result:
Add-on updated, has a blue dot/badge next to its menu and opening the menu shows an "Update" menu item which once clicked does nothing:
Error: Cannot start installing from this state XPIInstall.jsm:1254:13

Expected: No "Update" menu item shown.

This only affects the HTML version of about:addons.

This issue started yesterday. I've included the Browser Console log which appears to show requests be made for updates.
