Currently getSearchProvider() seems to be backed by a static list, it should really use the search service instead, to adapt to changes to the underlying engines.

SEARCH_SHORTCUTS is a subset of search engines to convert into top site search icons. The url in the object is supposed to be relatively dummy, and clicking on the icon will make use of search service. But yes, we've run into issues, e.g., bug 1502975, bug 1504764, bug 1502975
