[Steps to reproduce]:
- Open the latest Nightly browser.
- Insert "about:logins" address and press the "Enter" key.
- Observe the page.
[Expected results]:
- The page is successfully rendered.
[Actual results]:
- The page is not rendered until the browser is unfocused.
[Regression]
- This issue is not reproducible on Firefox Beta 70.0b4. Considering this, using mozregression tool I have found the issue that broke this in the latest Nightly build. Here are the results:

It looks like bug 1542415 introduced this behavior.
[Notes]:
- The page is not rendered even if the page is refreshed.
- The issue is not reproducible if the page is open from any context menu.

I have tested this issue with all the pages from "about:about" page and it seems that is also reproducible for the following pages:
- "about:welcome"
- "about:home"
- "about:newtab"
- "about:library"
- "about:certificate"
- "about:plugins"
- "about:privatebrowsing"
- "about:protections"
- "about:serviceworkers"
- "about:studies"
I did more investigation and the pages are correctly rendered in the following situations:
- After another tab is hovered.
- After a new tab is opened.
- After the browser is unfocused.
- After the browser is resized.
Since this is regressed by bug 1542415, should we move this issue in Core: Document Navigation?

Pref'ed off by default for non-fission windows in https://bugzilla.mozilla.org/show_bug.cgi?id=1580604#c3 so shouldn't need release tracking.

I have verified this issue and is no longer reproducible. Tested on the latest Nightly 73.0a1 build (Build ID: 20200103094738) on Windows 7 x64, Mac OS 10.15 and Ubuntu 18.04 x64.
