Details
This bug covers creating the initial base image for Ubuntu 18.04 for use with Taskcluster workers.
This is considered in-scope work for Monopacker (https://github.com/taskcluster/monopacker), and will consist of a set of scripts to be run on Ubuntu 18.04 in both AWS and GCP that configure a worker for production use.

We have an image that we're reasonably satisfied with. The issues we've been running into have been centered around connectivity of the instances to hg repos and taskcluster artifacts, both of which are stored in S3.
The images that we're generating have been tested in both GCP and AWS.
I'm not aware of outstanding image specific issues, so I'm going to mark this fixed.
