Steps to reproduce:

Apply scrollbar-color and view page on on Windows 10. For a live example, see the MDN page on scrollbar-color at https://developer.mozilla.org/en-US/docs/Web/CSS/scrollbar-color (the attached screenshot is taken from that page using 68.4.2esr).

Actual results:

arrows are distorted

Expected results:

arrows should look normal

The initial bug report is about 68.4.2esr but I have just tried with 72.0.2 and verified that the same problem is present.
