Like what we do for GTK widget. That should match authors' expectation better.
Do this one Windows first as I'm losing my Windows development environment...

The main benefit of doing this is that if semi-transparent colors are
specified on scrollbar-color, they can blend natively with underlying
content. This may match authors' expectation better.

[Tracking Requested - why for this release]: I'd hope this to be together with the initial shipping of scrollbar-color.
