Once bug 1542269 is done, we're ready to turn the modern configuration on for nightly builds (only).
This bug is for the patch to do that, which also needs to fix a few tests.

I thought I'd do a couple of comparisons on performance before we actually land this.
As it happens, it looks like the modern config completely breaks a few WebExtension related tests, hence we need to fix that.
We can still land the tests once they're reviewed, so I've done a fresh try push without the default-enabling on just to make sure we're not breaking those in non-modern mode: https://treeherder.mozilla.org/#/jobs?repo=try&revision=20b118307a34b2283ec5431d435faf289e7c0cbe
