This was recommended by Jamie in bug 1606923 comment 5. Tips are currently role="group" so that the tip text is read out when the button inside has focus. This doesn't matter for Search Tips now that bug 1611873 has landed, since the Search Tip will be dismissed as soon as the Urlbar is focused. That is, screen-reader/keyboard-only users will never really use the button inside Search Tips.

See https://bugzilla.mozilla.org/show_bug.cgi?id=1606923#c19, we may want to NOT uplift this fix, and provide a new string in 75. That means accessibility of tips would be skipped in 74, but it's not a critical feature for a11y.
