I think this is not a regression.

Steps to reproduce:

  1. Install many search engine so that the table will have scroll bar
  2. Open about:preferences#search
  3. Rotating the mouse wheel on "One-Click Search Engines" table

Actual Results:
The page scrolls as well as the table.

Expected Results:
It scrolls only the table.

Priority: -- → P3

Because this bug's Severity has not been changed from the default since it was filed, and it's Priority is P3 (Backlog,) indicating it has been triaged, the bug's Severity is being updated to S3 (normal.)

Severity: normal → S3

This was regressed in Firefox 71, here is the long pushlog, being an old issue I couldn't bisect further:
