I think this is not a regression.
Steps to reproduce:
- Install many search engine so that the table will have scroll bar
- Open about:preferences#search
- Rotating the mouse wheel on "One-Click Search Engines" table
Actual Results:
The page scrolls as well as the table.
Expected Results:
It scrolls only the table.

This was regressed in Firefox 71, here is the long pushlog, being an old issue I couldn't bisect further:
https://hg.mozilla.org/mozilla-central/pushloghtml?fromchange=a212b426f6651c50464a0781103000821738e43c&tochange=e3dc5cfd4d368d281ff8938f5a232f0bf92fe6b6
There are some bugs related to scrolling in this pushlog, such as bug 1384430, bug 1588743, bug 1576714 and bug 1575485.
I confirm an error in Mozilla Firefox 90.0b12 (64-bit), Microsoft Windows 10.0.19042.1081.
