Steps to reproduce:

  1. Open about:preferences#search
  2. add enough search engines so a scroll bar appears
  3. Put your cursor inside and scroll it

Actual results:

Both the list and the page scrolls

Expected results:

Only the list scrolls, not the page.

It looks like bug 1355211 but that one claims "fixed", so I assume it reappears.

Thanks for submitting this issue. I believe it is safe to mark it as duplicate of bug 1627003. This is a Firefox 71 regression, I will add the regression range in the first bug.
