When re-enabling a WebExtension that normally prompts to set as default, we should re-prompt the user.

- Have a WebExtension that prompts to set as default on installation.
- Disable the WebExtension
- Re-enable the WebExtension
Actual Results
- The extension is made default again.
Expected Results
- The extension should re-prompt to be made default.
