I've had enough of the permanent failures because of bug 1265637. They cause 7 orange tasks on each push, and I'm pretty sure they're hiding a real test failure. I'm going to turn the failing directories off for debug, which we could also do on comm-beta and comm-esr78.

Calling this fixed because we did actually do what the bug summary says, and leaving it open is causing the uplift to be missed.

FWIW, these tests are no longer failing because of bug 1265637. They're now failing because of bug 1661862.
