We currently give up waiting for language packs to download five seconds after the application update finishes downloading. Given that partial updates are around eight times larger than a language pack this seems reasonably safe. Still it could be useful to have some telemetry tracking how far into this timeout users are getting (and if we are even seeing the timeout hit).
