Steps To Reproduce:
- File . Print Preview
Actual Results:
ugly flickering.
i.e,
Empty rectangle appears > disappears > Print Preview window appears
And also Print progress dialog appears and disappears

I think this might be covered by bug 1658031…
But also, why do we still have a "Print Preview" menu? So perhaps this bug should be about removing that menu item.

I think it's a slightly different bug since it's about showing another dialog instead of resizing, but it should be fixed by bug 1653317 so I'm removing the [print2020_v81] whiteboard tag for easier tracking.

The issue is no longer reproduced on Nightly81.0a1(20200820093209).

Confirming this is fixed across platforms using 81.0a1 (buildID 20200823211533). Marking verified.
