Some tests were failing when we re-enabled in Bug 1678068. We should look into them and re-enable them.

Changed remaining annotations from bug 1680132, to explain more
explicitly why the test is skipped, and link the relevant bugs where
possible.

Assignee: nobody → rob
Status: NEW → ASSIGNED

With the earlier work and the above patch, the remaining skipped tests associated with this bug number are gone. The tests that didn't get re-enabled are now linked to a more specific bug.
