Follow-up from Bug 1572652 where the CSS Grid highlighter logic has been refactored, but the logic for restoring an active highlighter on page refresh hasn't been updated to use the generic approach introduced for the Flexbox Highlighter in https://phabricator.services.mozilla.com/D97660

This work involves changing HighlightersOverlay._restorableHighlighters from a Map to an Array to support the fact that CSS Grid highlighters can have multiple instances, and updating the restoreFlexboxState() and restoreGridState() methods accordingly (or perhaps consolidating them into a generic one).
