I wonder if this is a version of bug 1685696? (which is also about text getting clipped with the "Save to PDF" print option, and which apparently has been reproducible ever since "Save to PDF" print option was added in bug 1658043).
Catalin, would you mind testing a Nightly from just after bug 1658043 landed (e.g. Nightly 2020-08-16) and see if it reproduces there?
(If it does reproduce there, then I think we can consider this a special-case dupe of bug 1685696 and mark it as such.)

I missed one other important similarity -- bug 1685696 also uses a PDF as its testcase. That makes it pretty likely this is a dupe.
Marking as a duplicate (and I'll generalize the title of the other bug a bit). It'd still be great to double-check that Nightly 2020-08-16 is affected, though, per my previous comment. (If that build's not affected, please un-dupe and accept my apologies.)

Daniel, tried with Nightly 2020-08-16 and it is affected as well. Although, I found Bug 1349616 too, which may be the same thing.

Thanks! Agreed, might be related to that much-earlier bug.

Dropping print triage whiteboard flags; we can track that stuff on the dupe target.
