If you have no navigator windows open, and you select
File->New->Navigator Tab from the menu, it will do nothing.
I propose that the correct behavior should be to open a navigator widow.
( as if the user had executed File->New->Navigator Window )
Reproducible: Always
Steps to Reproduce:
1.Close all Navigator Windows ( dont exit )
2.click on File ->New ->Navigator Tab
Actual Results:
Nothing.
Expected Results:
open a New Navigator Window.
Perhaps even with the tab bar showing... i.e. as if the user has deselected
'hide tabs' option for this session.
This is Mac OS specific.
