Bookmarks Toolbar overflow menu on macOS should use Firefox styling in MR1 instead of native styling

Related to bug 1706684

When you overflow the bookmarks toolbar and click the double arrows to get the overflow menu, it displays using native styling. Due to its close proximity to the toolbar area, the contrast between the backgrounds is significant, especially when you are on a website with a light background due to the high transparency of the native styling. This would look much better with Firefox styling applied. I believe this shares styling with the Other Bookmarks Menu.
