Merge Day Update

We're nearing the first ESR91 release and need to be able to start tracking it independently of the mainline Fx91 release. Please add:

  • approval-mozilla-esr91
  • tracking-firefox-esr91 (?,-,91+,92+ values to start
  • status-firefox-esr91 (same values as esr78)

as a note, there was an issue bug 1645241 where the fix to bugzilla was:
Fixed. Ran scripts/clear-memcached.pl and they now show up properly.
