we'll only update from esr78 to esr91.

AFAICT we won't actually need a watershed on 78, so there might not be anything to do here.

Ben, can you double check my logic here? As far as I can tell the latest watershed on release is on 72.0.2 for bug 1615382, which is covered on esr by the 68.12 watershed, so there shouldn't be a need for a new one on 78.x.

(What we'll need to do before enabling upgrades from 78 to 91 is deal with the newly unsupported macos versions.)
