Regression caused by (bug #): never worked
User impact if declined: Thunderbird can't find some address books, even if they're set up correctly
Testing completed (on c-c, etc.): on c-c since last week, although there's been no Linux/Windows nightlies since then
Risk to taking this patch (and alternatives if risky): low
